For as long as I remember Wells Fargo has had a term in the fine print that states:
you must be a citizen or a permanent resident alien of the U.S. to qualify for this credit card.
Wells Fargo recently sent out an e-mail offer that states:
After November 14, 2020, nonresident aliens may qualify for this credit card.
不过好像都是渣卡，也没什么可以撸的
